About Us

The Lycoming-Clinton Joinder Program is a social service agency responsible for providing State-mandated services and supports to residents of Lycoming and Clinton Counties.


Our Programs

The Lycoming-Clinton Joinder Programs are comprised of the following programs: Lycoming Children and Youth Services, Lycoming-Clinton Children and Adolescent System Services Program (CASSP), Lycoming-Clinton Early Intervention, Lycoming-Clinton Mental Health & Intellectual Disabilities/Autism Services Program, Lycoming-Clinton HealthChoices.

Our agencies are under the direction of the Lycoming-Clinton Joinder Board which is comprised of the Commissioners from Lycoming and Clinton Counties.

Our Mental Health & Intellectual Disabilities/Autism Services Program (includes Administrative Entity and Support Coordination), Lycoming-Clinton Children and Adolescent System Services Program (CASSP), Lycoming-Clinton Early Intervention, and Lycoming-Clinton HealthChoices are mandated by the State to provide a variety of services to individuals and families in Lycoming and Clinton Counties.

Our Children & Youth Services Agency is mandated by the State to guarantee the health, safety, welfare, and social growth of children and youth in Lycoming County.

We work together to strengthen our community.

We believe that individuals and their families have within their own power the ability to adapt and to deal with life's inevitable stresses and difficulties.  The mission with which we are charged is to cultivate those adaptive skills in order to empower individuals and families in their community.  We further believe that services which may be needed must be provided in a manner and setting which respects human dignity.
