FY 2025–2026 | Funding Opportunity Up to $3 Million

The Lycoming-Clinton Joinder Board is now accepting proposals from qualified community-based organizations to establish and operate a 24/7 Emergency Behavioral Health Crisis Walk-In Center serving adolescents (14+) and adults in Clinton, Lycoming, and surrounding counties.

This new center will offer integrated, immediate care to individuals experiencing behavioral health crises, including an optional short-term stabilization unit supporting stays of up to five days. The goal is to reduce pressure on local emergency departments, provide an alternative to emergency departments or incarceration, and meet urgent behavioral health needs with compassionate, evidence-based care.

Strong consideration will be given to applicants proposing to establish the center at the former Lock Haven Hospital:

Eligible Applicants

  • Non-profit and for-profit mental/behavioral health providers

  • Crisis service organizations

  • Applicants must be enrolled in Medicaid and Behavioral HealthChoices, and have an active PROMISe™ number

  • Preference for providers offering mobile crisis and transportation services

Funding Details

  • Award Ceiling: $3,000,000

  • Project Duration: 24 months

  • Deadline for Questions: August 15, 2025

  • Proposal Deadline: August 29, 2025 (COB)

  • Start Date: Anticipated October 1, 2025
