1. Purpose of the STAY Campaign
The STAY Campaign is a suicide-prevention awareness and community-engagement initiative intended to encourage hope, connection, belonging, and recognition of the many people, experiences, relationships, goals, and moments that can give life meaning.
The campaign invites members of the community to voluntarily share a reason to stay. Selected submissions may be used in campaign materials to encourage others and promote suicide-prevention awareness.
2. STAY Is Not a Crisis or Counseling Service
The STAY Campaign, its submission form, paper submission process, website, and social-media accounts are not crisis services, counseling services, emergency services, or a means of requesting immediate assistance.
The submission process should not be used to:
Report an emergency;
Request immediate assistance;
Request suicide or mental-health crisis intervention;
Report a person believed to be in immediate danger;
Reports of suicidal ideations, thoughts of self-harm, or any other health related diagnoses or disclosures;
Request counseling or clinical services; or
Report suspected child abuse or neglect.
STAY submissions are not monitored in real time for crisis intervention.
Authorized staff may review submissions for campaign purposes and content suitability, but submission of a response does not create an expectation that the agency will respond to the individual.
3. If You or Someone Else Needs Help
If you or someone you know is experiencing a mental-health or suicide crisis, call or text 988 for free, confidential crisis support available 24 hours a day, 7 days a week. Pennsylvania also directs individuals to 988 for behavioral-health crisis support.

If someone is in immediate danger or requires emergency assistance, call 911 or go to the nearest emergency department.
The STAY Campaign should not be used in place of these services.
4. What You Should Submit
Participants are encouraged to submit positive, hopeful, supportive, or meaningful reasons for staying.
Examples may include:
A person you love;
A pet;
A future goal;
A favorite activity;
A place you want to visit;
A song, book, or movie;
A tradition;
A small everyday moment;
Something you are looking forward to; or
Your own reason for staying.
Participants should not include:
Their full name;
Another person's name;
Phone numbers;
Addresses;
Email addresses;
Social-media usernames;
School names;
Case/client information;
Medical or treatment information;
Details identifying another individual; or
Information that could reasonably identify a child, client, family, or other person.
5. Submission Review
Submissions may be reviewed by authorized agency personnel before being used in campaign materials.
The agency reserves the right to:
Decline to publish a submission;
Remove or modify a submission;
Edit a submission for length, spelling, grammar, clarity, formatting, or appropriateness;
Remove identifying information;
Decline submissions containing potentially harmful, graphic, threatening, discriminatory, offensive, or otherwise inappropriate content; and
Remove previously published material if circumstances warrant.
Submission does not guarantee publication.
6. Permission to Use a Submission
By affirmatively agreeing to the submission terms, the participant grants the Lycoming-Clinton Joinder Board permission to reproduce, edit, display, publish, distribute, and adapt the submitted response for the STAY Campaign and related suicide-prevention awareness and educational communications.
Potential uses may include:
Printed posters and displays;
Community installations;
Agency websites;
Social media;
Videos;
Presentations;
Newsletters;
Educational materials;
Community events; and
Other campaign-related communications.
The participant will not be identified by name with the submission unless separate permission is obtained or disclosure is otherwise required or permitted by law.
No payment or other compensation will be provided for use of a submission.
7. Anonymity
The agency does not intend to publish a participant's name with a STAY submission.
However, participants are responsible for not including identifying information in their submissions.
The agency cannot guarantee absolute anonymity or confidentiality where:
A participant voluntarily includes identifying information;
Information is independently identifiable from the content;
Disclosure is required or permitted by applicable law;
A legal process requires disclosure; or
Other circumstances beyond the agency's control apply.
8. Safety and Legal Obligations
Nothing in these terms is intended to limit or prevent the agency from taking action that is required or permitted by law.
If a submission contains information that creates a legal obligation or a legitimate safety concern, the agency may take appropriate action consistent with applicable law and agency policy.
For example, Pennsylvania law imposes reporting obligations on mandated reporters who have reasonable cause to suspect child abuse. Certain disclosures involving an identifiable child can trigger those obligations.
9. Public Records and Records Retention
While the Lycoming-Clinton Joinder Board may edit submissions, all original STAY submissions for purposes of publication and marketing, STAY submissions and related campaign records subject to applicable public-records laws, records-retention requirements, subpoenas, court orders, audits, or other legal requirements, including Pennsylvania Right-to-Know Law and the Freedom of Information Act. Accordingly, the Lycoming-Clinton Joinder Board may be required to produce all original submissions, without edit or redactions, to a third-party requester.
The agency will handle records in accordance with applicable law and its records-retention policies.
10. Third-Party Technology
If the agency uses a third-party platform, such as Google Forms, to collect submissions, information submitted through that platform may be processed or stored by the third-party service according to its applicable terms and privacy practices.
The agency will configure the form to collect the minimum information necessary for the campaign.
