​What Is HealthChoices?

The Commonwealth of Pennsylvania's mandatory Medicaid managed care program, called HealthChoices (HC), is the largest Medicaid (MA) program administered by the Department of Human Services (DHS).

Our Goals

The Lycoming-Clinton HealthChoices program has three goals that guide our implementation efforts. These goals are as follows:

  • To improve access to health care services for Medicaid recipients

  • To improve the quality of care available to Medicaid recipients; and

  • To be cost effective with Pennsylvania's Medicaid spending

Our Mission

To assure an adequate system of mental health and substance abuse services for Medical Assistance eligible County residents, and to provide administrative oversight of the behavioral healthcare program via a contractual relationship with a behavioral healthcare managed care company. To improve access to behavioral healthcare services for medical assistance recipients; to improve the quality of behavioral healthcare available to medical assistance recipients; and to stabilize Pennsylvania's medical assistance spending. To accomplish these goals, JOINDER subcontracts with a healthcare managed-care company to oversee all aspects of the state's behavioral healthcare system.

To provide the resources necessary for our members to promote recovery with their behavioral health needs and increase their time in the community.  

Our Managed Care Organization (MCO)

Our Managed Care Organization, Community Care Behavioral Health Organization (Community Care) is a health insurance company that focuses on recovery, and has a history of helping people with behavioral health needs for more than 20 years.

Community Care helps people who have Medical Assistance (the name for Medicaid in Pennsylvania) get behavioral health care for mental health conditions, substance use disorders, and developmental disabilities.

Our Partner

We partner with West Branch Drug & Alcohol Abuse Commission, a private, non-profit human service agency committed to helping people find their way to recovery since 1974. The Commission serves as the Single County Authority (SCA), and is responsible for facilitating the provision of a comprehensive and balanced continuum of care of quality substance abuse prevention, intervention, and treatment services for Lycoming and Clinton County residents. The Commission seeks to reduce addiction and alleviate its effect on individuals and the community, and ultimately eliminate the abuse and misuse of alcohol, tobacco, and other drugs.
